The Mid-Atlantic Association of Community Health Centers (MACHC) is a 25-year old non-profit membership organization, whose members consist of community, migrant and homeless health centers, local non-profit and community-owned healthcare programs.

MACHC is the federally designated Primary Care Association for Delaware and Maryland health centers. Our members provide health care services to the medically underserved and uninsured in Maryland and Delaware. MACHC is built on helping our members in the delivery of accessible, affordable, cost effective and quality primary health care to those in need.

MACHC is the voice of communities in need and is dedicated to building and strengthening programs in the delivery of community-based health care to the medically underserved and underinsured. We seek partners who share our vision and look for opportunities that enable us to achieve our mission.

Update on HRSA's Proposed Rule for the Designation of Medically Underserved Populations and Health Professional Shortage Areas

HRSA received many substantive comments on the proposed rule and will need to make a number of changes based upon comments received.   HRSA will issue a new Notice of Proposed Rulemaking for further review and public comment on this issue, before issuing a final rule. 

No dates have been issued on when to expect the next proposed rule. 

MACHC would like to thank all the health centers and partners that submitted their comments and concerns to HRSA on this important issue.

DHHS - Centers for Medicare and Medicaid Services ISsues Proposed Rule for Medicare Participation and Payments for Rural Health Clinics and Federally Qualified Health Centers

The proposed rule deals with some aspects of FQHC Medicare payments and operations in order to qualify as a Medicare provider. 

Particulars of this rule that deal with FQHC's are:


(1) Revise the payment methodology and exceptions for the per-visit payments limit for RHC and FQHC;


(2) Adds requirements for infection control processes and posting of hours of operation;

(3) Updates the requirements under the emergency services standard and patient health records condition for certification;
